Regulatory restrictions on Offers

We’ve updated how Offers work in Partner Hub and Marketer Admin to make sure all promotions comply with local laws. This means restricted items will now be automatically excluded from discounts.

These changes protect your business from regulatory risk and make it easier to run compliant promotions.

What’s changing?

  • Restricted items will no longer appear when setting up item-level Offers.

  • Basket Offers will automatically exclude restricted items from discounts and from counting towards the Minimum Order Value (MOV).

  • If you try to discount a restricted item, you’ll see an error message explaining why.

Why is this important?

  • Stay compliant: Avoid breaking local regulations.

  • Save time: The system blocks restricted products automatically.

  • Promote effectively: You can continue to run basket-level discounts on eligible items.

Which items are restricted?

UK

  • Alcohol can still be discounted, but must follow Minimum Unit Pricing (MUP) rules in Scotland and Wales.

  • In Scotland, alcohol cannot be sold for less than the equivalent of 65p per unit of alcohol.

  • In Wales, alcohol cannot be sold for less than the equivalent of 50p per unit of alcohol.

  • Vapes, tobacco products, CBD products, and early stage baby formula cannot be discounted.

  • In line with government legislation, High Fat, Salt, or Sugar (HFSS) products – such as certain crisps, soft drinks, and confectionery – can’t be included in volume promotions such as: 2-for-1s, buy 1, get 50% off the second, % or fixed-price multibuys. Single-item discounts, meal deals, and non-HFSS promotions will still be allowed.

Ireland

  • Alcohol discounts are only allowed on individual product price reductions, provided they comply with Minimum Unit Pricing (MUP) (alcohol cannot be sold for less than the equivalent of 10c per unit of alcohol).

  • The following alcohol discounts are not allowed:

    • Multi-buy deals (e.g. ‘2 for €50’, ‘Buy 1 get 1 free’, ‘6 for the price of 5).

    • Meal deals including discounted alcohol (e.g. wine in a bundle).

    • Time-limited promotions (e.g. happy hours, flash weekend sales, short-term promotions under 3 days).

    • Loyalty or bundle schemes (e.g. loyalty points used for alcohol, ‘bottomless brunch’ or discounted alcohol with meals).

    • Vapes, tobacco products, CBD products, and early stage baby formula cannot be discounted.

Tagging your menu correctly

You must correctly tag these types of products in Catalogue Manager, Menu Manager, Menu API, or Catalogue API.

Please make sure you review and, where applicable, tag every item on your menu — not just those you plan to include in promotions.

It’s your responsibility to ensure all items are correctly tagged so the system can apply the right restrictions.

Item Classification Guide

If any of your menu items fit into one of the categories listed below, please make sure the correct classification is set. This helps us to comply with local laws, and ensures regulated items are clearly identified.

Please note: if an item requires an age-verification check at delivery, you’ll still need to use the contains_alcohol field as well.

The currently supported classifications are:

This includes all infant formula products, excluding follow on formula products

"pharmaceuticals_aspirin"

Any product that is exclusively or contains aspirin

"pharmaceuticals_ibuprofen"

Any product that is exclusively or contains ibuprofen

"pharmaceuticals_paracetamol"

Any product that is exclusively or contains paracetamol

"alcohol_product"

Any product containing alcohol - age restrictions apply (18+)

"vape_product"

Any e-cigarette or ‘vape’ product - age restrictions apply (18+).

"tobacco_product"

Any product containing tobacco - age restrictions apply (18+).

"cbd_product"

Any product containing CBD - age restrictions apply (18+)

"less_healthy_foods"

Less Healthy Foods (LHF) items are items which are both

(i) included in a category in the Schedule to the Regulations, and which are (ii) deemed LHF under the Nutrient Profile Model (ie score 4+ for food or 1+ for drink). The restrictions apply to all paid ads online at any time, and on TV/On Demand from 9pm to 5.30am.
